Kerr Village Business Improvement Area Board of Management

The Kerr Village BIA Board of Directors is made up volunteers with eclectic backgrounds and varying skill sets who all have a passion for community involvement. The KV BIA is a branch of the municipal government and every 4 years the business public has an opportunity to put their name forth to apply for membership.


Dean MacLean


Dean MacLean was born and raised in Prince Edward Island and moved to Ontario in 1991. He has served as vice-chair of the board for one year and is currently serving his third year as chair of the board. Dean is excited about the revitalization of Kerr Village that has recently taken place and continues to strengthen the area.

Dr. Brett Warren

Vice Chair

Born and raised in Oakville, Brett Warren joined the Kerr Village BIA in March of 2014. He is part owner, veterinarian and hospital director of the Oakville Animal Clinic which was originally built in the 1950's. Brett and his father acquired the Oakville Animal Clinic in February of 2000. Brett loves practicing and serving the Oakville Community in Kerr Village. Outside of work Brett loves spending time with his wife and two children, playing hockey with his buddies and running the odd marathon.

Cathy Duddeck


Oakville born and raised, Cathy Duddeck has lived in the area she represents, Ward 2, for over 50 years. Cathy and her husband Bernd, have raised their 2 children, Tara and David, at the home she grew up in as a child. She and her husband are now the proud grandparents of 8 grandchildren.

Doug Sams

Executive Director

In March of 2014, Doug Sams was appointed Executive Director of the Kerr Village BIA. Going on his fourth full year he has coordinated the growth of Kerrfest along with several new events and initiatives. The growth and vibe of Kerr Village has been very positive. Sams’s resume includes over 15 years of leadership, planning, administration, marketing, and public relations in the local sector. His two degrees include a Masters of Administration and a Bachelor’s Degree in Political Science. In addition he has worked with groups to improve performance, served on boards and management teams, and also has experience being a board chairman. Doug has experience as an instructor, leader and fundraiser at the collegiate level. Having served as a staff member at Oregon State, Idaho State, Northern Iowa, Urbana University, Fairmont State, Northern Michigan, Stanford, Delaware State, and Edinboro University. Doug has lived throughout Canada, living in Montreal, Edmonton, Ottawa and now the GTA. Hobbies include coaching football, running, golf, reading, movies, and community theatre.

Chris Stadnik

Communications Chair

Chris Stadnik has been on the Kerr Village Board Of Management for 6 years and was recently appointed Chair of the Communications Committee. He also owns and operates Oakville Massage and Wellness Clinic, based in Kerr Village for the last 15 years. He has adopted a "Givers-Gain" philosophy which influences his professional career and volunteer activities - which include being passionate about continuing to improve the Kerr Village and achieving the full potential of this great part of Oakville. He has lived in Oakville for 10 years, is married with 2 children, enjoys physical activity and self-improvement.
